New build, very slight buff!

- Fire Elemental Totem: The cooldown for this totem has been reduced from 20 minutes to 10 minutes. Cannot be used in Arenas.
It’s not a huge buff. BUT, Fire Elemental can now be up 1/5 of the time, and is going to be able to be used at least every other boss attempt, rather than every fourth or fifth. Considering FE is a good 500ish dps by itself, that’s exciting.

(Note- Fire Nova+Fire Elemental are somewhat clunky to use together. I suggest logging onto the PTR to make sure you get down the FE placement for maximum Fire Nova damage!)
